Playtech on Wednesday published a statement highlighting what it claimed were compliance failures at Evolution, written into the Spectrum report.
Within the report, Spectrum alleged “concerns around the availability of Evolution’s games in certain prohibited markets, the regulatory implications of its practices, and the lack of proactive monitoring of its customers”.
However the report confirms that Spectrum did not believe Evolution had engaged in any illegal practices.

“We’re not just competing with other operators; we’re competing with fintech, gaming, technology and consumer brands that often have stronger employer recognition and, in some cases, fewer misconceptions associated with their industry.
“As a result, we can miss out on talented individuals who simply don’t consider our sector.”
While representation remains important, Yaxley warns that many companies still mistake headcount for inclusion.

Yet Dan Waugh, partner at Regulus Partners, pushes back against the idea that enforcement notices reveal a fundamentally non-compliant sector.
“Operators failing compliance checks is never a good look,” he says. Campaigners often claim that financial sanctions are priced in and that the Commission should revoke more licences, although Waugh does not believe operators view settlements merely as a cost of doing business.
Nor are regulatory breaches unique to gambling. Waugh notes that Tesco was fined more than £8 million for food hygiene failings in 2021, without parliamentarians demanding that it should be prevented from selling cornflakes.
